Dog hit in head, help please?

Okay we have a coon hound german shepard mix. and a chihuahua. well both were playin out in the yard, and maggie (the mix dog) plowed into ducky (the chihuahua) . well ducky wobbled a little and wouldn't stand up. his head was limp and he couldn't bring his toung back in his mouth. Well NOW he can walk around. his heads up and his toung works. But hes drooling. Hes vomited twice (but gr was in it) hes really sleeping and hes still still wobbly. hes drooling to the point he was laying on my lap and my knee is soaked. He swallows water though when i put it on my finger. I dont know what to do D: please help.
