Can employer re-consider the position?

I intially applied for Report Developer position but wasn't qualified for it so they wanted me to try out the Application Support yst position. I went to the interview and got a call for the offer for the Application Support yst position. I was supposed to give them three references and I emailed it this afternoon but I also asked if I have a chance to get some development projects which this ASA position does not have. The manager emailed back and said she has to reconsider this position so that means I am no longer offer this position.
